Why governments are not our best interests?

In "Lives of Other People", Hungarian government during the Cold War played dirty tricks to spy on their people. Sadly, the Hungarian people escaped repression by committing suicide. At the end a man goes to the government office to research a operation. He discovered that he was the target.

In the end, we are all "potential" targets of our governments.
